They don't sell professional color.
Well, If you count L'oreal and whatnot as professional color, Then they are allowed to sell it. But if it's Matrix, Redkin, etc color, Then they can't cause only so many distrubtors can sell them. Which is license only beauty supplys. If that makes any sense.How does sally beauty supply get away with selling professional hair color to retail customers?
the one where i live they make you show proof you r a pro.
